This is oversimplified. TCP does not send one packet and wait for an ACK each time. It keeps multiple packets in flight, gradually increasing that number until packet loss indicates congestion, then reduces the sending rate and begins increasing it again. If a packet is lost, only the missing packet is retransmitted. Out of order packets are normal on IP networks. TCP buffers them until the missing packet arrives, then reorders the data before delivering it to the next layer. They do not cause the connection to reset or restart. A TCP RST is used to abort or reject a connection, not to handle packet reordering.
