I still don’t know why they gave her so many arrows. In the book they only give her one and it’s so important to the message. Her having a full set didn’t add anything to the imagery just took away from the message.

People don’t understand subtext even though the previous scene with Snow tells you everything you need to know about why she did it if it wasn’t already clear enough. Coin was playing the same game as Snow and her last name coin is a reference to the phrase “two sides of the same coin.” We see Coin doing essentially the same thing Snow was doing over the course of the last two films but since she’s on the side of the protagonist no one really notices until the very end, which is the entire point of the character. She’s meant to illustrate how leaders weaponize a cultivated image, propaganda and information to seize power.
