they're not detaining him but they're boxing him in. yeah I'm pretty sure that's called detainment. if you're preventing him from leaving the scene you're detaining him. even a rookie lawyer could win this discrimination lawsuit. the only reason they have for stopping this man is that he was black. he wasn't doing anything wrong, the cop can't articulate any crime, the guy clearly said he was fine so the cops excuse of trying to check on him doesn't work, and the way the cover is behaving is severely professional.
