This is a New Orleans Mardi Gras tradition. The black community has these chiefs that spend all year makes these elaborate costumes then they kinda show off to each other for Mardi Gras. It’s got a really interesting history but essentially they are paying respect to the natives that helped the black slaves that were taken here.
