okay, here's my pitch: This exact premise, but told almost exclusively through broadcast news updates, drone/news-copter footage, and eye witness short form video content. Maybe throw some PD body camera footage in there. Using shakey cameras and mostly nondescript LA locations to film reduces budget and allowes some of the more expensive action to be digital vfx. All the story beats can be there, and you can really have fun with how the news coverage is presented. Then, end with somethimg big and cinematic, like Zoro atop his steed in front of the Hollywood sign, surveying his newly protected city.

Lean into the possible supernatural elements, but very important, never ever clarify, never show who it is. There are reasonable explanations for his appearances, and disappearances, but it's just a little off. Some of the feats a little superhuman. Is it real? Or is it unreliable narrator and we are seeing the eyewitnesses's recollections?

What’s crazy to me, both as an author and pop culture historian, is that Zorro, both the character and original appearances (both in print and film) have long been in the public domain, but a group claiming the own the copyright sues every time someone tries to make new Zorro anything. Judgements haven’t gone their way in a while, but it’s definitely frustrating and costly.
