This proposal (FR doc. 2026‑10817) is not a neutral administrative update; it is a politicization of the federal research and public health grant system. Despite being framed as improving “transparency, accountability, and oversight,” the rule would: Allow agencies to terminate grants “at any time without cause,” Shift final grant decisions from peer review to political appointees, and Restrict international collaboration. It replaces a merit-driven, evidence-based grant system with a politically controlled, compliance-heavy apparatus. It sacrifices scientific rigor for ideological control under the thin guise of “better oversight.” OMB should not adopt this rule in its current form.

I'm going into my final year of undergrad biology/psychology and am considering going for my PhD focusing on epigenetic transgenerational effects of dioxin exposure and possible treatments. It's a passion project of mine but I'm also worried about the state of education and research in the US. I'm not even sure I should be finishing my degree here. 😩

Here is some sample text you can use: Every one of us has either needed medical care ourselves or has someone we love who has. Many of the treatments we rely on today exist because of decades of scientific research supported by federally funded grants. Those grants have historically been evaluated through rigorous peer review by experts with the scientific knowledge to assess their merit, and that process has been fundamental to medical progress. If the changes outlined in § 200.205 move decision making away from expert scientific review and toward political appointees without relevant subject matter expertise, the pace and quality of scientific research will suffer. Ultimately, it is the American public that will bear the cost through fewer medical advances and delayed improvements in patient care.
