He's not saying physics is wrong. He's pointing out that a physical description of ink and paper doesn't, by itself, explain why those marks mean "roast chicken." The challenge is about semantics and consciousness: how does meaning arise from matter alone? Whether you agree with his conclusion or not, that's the philosophical question he's asking.

Probably, he is talking about the arbitrariness of language. Signifier and dignified. The signifier does not have any inherent relation with the signified. That's what post structuralists and Deconstructionists talk about.
