She had previous martial expertise, was in a forest battlefield which she was most familiar in, was paired with someone who rolls a nat 20 on every charisma check he ever made, with the best designer to do the best advertising, which lead great sponsor pull to get important deliveries of food and medicine. She was not the strongest person in there, the smartest, the best trained, or most determined. The odds were just in her favor. No one wins the hunger games through merit.
