I don't believe a free cookie is worth the bad look this gives the business. As a member of management for my family business, even if it was 2 minutes over and the customer was disputing, I would still probably give them it for free. Some battles are not worth fighting in this economy.

I feel like he set a stopwatch on purpose. Setting a timer would’ve been a far more effective way of measuring your hour and alerting when that hours is over.

1% says YTA and i'd really like to have someone presenting their arguments but i didn't found anyone in the comments 😕 Anyways, why didn't carl just took the alarm with him so he'd know when to come back to check the last 2 minutes of the context? Yeah, Carl is a cheater who just didn't want to give the win to OP. (Also, if i were in Carl's place, I don't think this hill is worth to die on. Even if i thought OP finished 2 minutes later, if i couldn't prove it, I'd just give him the win.)
