I don't know what available in Russia, but here's the advice I'd give someone in the US.
Making friends gets much harder after you finish school because you're no longer surrounded by the same people every day. Then it gets even harder when friends start families or have jobs that leave little free time.
The best way to fight this is by actively putting yourself in situations where you'll see the same new people regularly while working toward a shared goal that requires communication. That could be volunteering, joining a hobby group, taking an adult class, or doing something collaborative like community theatre. In the US, there is a website called Meetup, which helps people find local groups based on shared interests. There may be something similar in Russia.
Once you're seeing the same people consistently, friendships often form naturally. Usually, those friendship initially only exist within the group unless someone takes the initiative to suggest spending time together outside of it. If you want closer friendships, don't be afraid to be the one who asks first.
And once you make one good friend, they might already have other friends whom you can meet and become friends with as well.

Here are some solid ways to build new friendships as an adult:
• Recurring activities beat one-off events. A weekly class (pottery, climbing, dance, a book club) works better than networking mixers because you see the same people repeatedly, which is how casual acquaintances turn into friends.
• Volunteer for a cause she cares about. It naturally filters for people with shared values, and the shared task gives an easy way to talk.
• Use apps built for friendship, not dating — Bumble BFF and Timeleft are common ones. Lower pressure than trying to make friends out of coworkers or dating apps.
• Say yes to loose invitations and follow up. A lot of adult friendship dies from both people being “too busy” — she can be the one who suggests specifics (“coffee Saturday?”) instead of leaving it vague.
