This week, the big development was that the U.S. Senate failed to advance the CLARITY Act, the major crypto market-structure bill. On September 15, senators voted 49–50 on a procedural motion that required 60 votes, so the bill could not move forward to full Senate debate. The legislation is designed to establish clearer rules for which crypto assets fall under the SEC versus the CFTC, and to create a federal framework for crypto exchanges and other market participants. Republicans had released a substantially revised version just before the vote, including 126 changes negotiated with Democrats and new ethics provisions. Over the past year, Ripple has expanded from being primarily associated with XRP into a broader regulated financial-infrastructure business: its long-running SEC case was finally ended in August 2025, removing a major source of legal uncertainty; its RLUSD stablecoin has continued gaining adoption, including a Binance listing and a market cap that Ripple said had surpassed $1.3 billion; and in 2026 Ripple has expanded its regulatory footprint in Europe, receiving full MiCA authorization in Luxembourg and enabling Ripple Payments to scale across the European Economic Area. Ripple says its payments network has now processed more than $100 billion across 60+ markets, while it has continued adding banking and institutional partnerships and expanding into custody, stablecoins and capital-markets infrastructure.
