the prem bends the knee fully to the Qataris. as a newcastle fan when this was going down it was very clear that was the case. one of the things they changed with ffp was that upgrading facilities counts towards your ffp. newcastle spent all of their "allowed budget" on new practice grounds and weren't allowed to buy the players they want because the Qataris told the prem they couldn't. its a giant political battle between the owners of city and Newcastle
