Videos circulating online show people surfing through floodwater, paddling on boards, floating on air mattresses, swimming down submerged streets and even washing their dogs in the flooded roads after the rain eased. The city activated its highest Level I flood emergency response, suspended schools, halted parts of public transport and advised many workplaces to operate remotely as heavy rainfall caused widespread urban flooding.
