If you just make a white one and add text labels, you basically have a reusable one instead of having to make every single one individually. The reason it's white, is because white is rgb(255,255,255), which means that you can just change the color depending on what ability it is for. This is done in case you want to change something later, and don't want to do it for every single element. Also, I'd really recommend adding a fill up meter/progress bar for the ability cooldowns, because when people play your game, they focus on the gameplay, not the UI, and having a simple way to visualize the cooldown let's them check the cooldown without having to focus on a small number.
