The only situation where I understand that approach is if the testing company has fully validated its manufacturing process and demonstrated through a thorough risk assessment that heavy metal contamination is highly unlikely. Even then, heavy metal testing is important because it provides another level of verification and gives customers added confidence in the quality of the product.
