Once Google bans your account, any new account you create in the future will automatically be banned. That is why these who try to use others' account cannot pay the $25 for a new one. Even if your testers have high risk accounts, your app can be banned.

I’m facing a ban which I didn’t do anything, I realize that it was someone I sold my other account to that got me into that issue. I’ve created 4 accounts , registered 4 businesses to get DUNS number and still. I had to make someone else pay for it and be main owner so I’m just uploading there.

This year, someone contacted me, we had a video call, he looked very professional and said he was from Ukraine but had challenges. I know better, so i listened to everything he said and blocked him after he shared his VPN credentials so I can “login” and let him use my Google Play account
