Memory leaks can occur also because of storing references to no more needed data and never cleaning up. So yeah, bad programmers are always capable to make memory leakage no matter how your language try to make this harder and harder.

there are 3 memory regions in rust: stack, heap, and static memory. You can say you can leak values with static lifetimes when you globally need it for the whole life of the program.
