The point you raise is fair, but it's not GDPR that requires a cookie banner but the Directive on privacy and electronic communications (2002/58/EC) also known as PECR in the UK. It's the same regulations that govern email subscriptions, phone marketing etc. GDPR did change the meaning of consent in PECR though, and in the UK the fines for PECR where increased last year in like with those imposed by GDPR.

My app offers a physical service that I do not intend to operate in the EU anytime soon but we will operate in California so we have CPRA (pretty similar rules to GDPR). I went ahead and made it compliant with both.

You're allowed to collect some data, without the user having to agree to it. The important part is that you don't collect any personal data. So any data that could let you know „Oh, this is from X“ is a No-Go without consent
