They have weak definitions of crime. For example their laws said rape had to be a violent act, meaning if a woman was drugged, sleeping, scared or didn’t fight back - then it wasn’t considered rape. This is changing, but the culture still needs to adapt - so far only 8% of rapes in Poland get reported.
