The control cabinet is overcrowded. Coming from the industry myself, I can guarantee you that this wasn't the system designer's decision. That must have been a requirement imposed by the client (i.e., the people you were dealing with). There probably wasn't any space elsewhere, or—as usual—cost was the only thing that mattered. Your company doesn't give a shit about how much of a nightmare this makes your life. Money is what calls the shots.
