I would have asked what your sister had saved originally. Say you are happy to make up the difference so your niece can still go on the trip. Alternatively you pay nothing and and then she can explain to her daughter she couldn't go on a trip because she wanted a spa weekend. You can't then be accused of being unreasonable because all you are asking is that mum pays what she does have towards it.
