Minneapolis had a situation like this. There was a public area that had become rife with drug sales. MPD conducted a sting operation and identified a group of people dealing drugs for prosecution. But when it became known that a majority of those arrested were Black, the DA caved to public outcry and dropped the charges. Drug sales and use continue in the area to this day.
