Well, it’s the I-94 fee, when flying it’s kinda included in the ticket (seems to me) and generally valid for 6 months (at least my experience); during it’s time of validity you can come and go by lang without paying other fee. Every time I fly to US it gets renewed (for 6 months). If I drive to the US I always check to see if my I-94 is still valid (you check online).

I took a bus from Toronto to NY in 2019 and I don’t remember paying any fee, so surely it hasn’t “always” been that way
