It is 16. For one, the monks mention that they would've told Aang at 16, but decided to tell him Early. Roku, the avatar before him, did, in fact, learn he was the avatar on his birthday at 16.

The only reason Korra knew she was the avatar so young was cuz she was bending the elements that young. Usually they search for the Avatar at a young age, let them grow up normally and then reveal the truth when they turn 16 so they can start their training

traditionally they're supposed to find out at 16. aang and korra were both special circumstances, Aang was told earlier because of the war and Korra figured it out herself as a toddler. I'm pretty sure Yun was also told early because he was discovered late but he ended up being a false alarm and Kyoshi was discovered to be the true avatar when they were both 16.
