If someone phrases it like “if I don’t forgive you, Allah won’t forgive you”. Then no. But if the person seeks justice from Allah to what happened to them and say and do nothing and left it all in Allah’s hand, then Allah will answer to this person plea, because it didn’t come from a place of arrogance, hate or contempt, it came from a place of pain, brokenness and despair.

Sahih Al-Bukhari The Prophet Muhammad warned: "Beware of the supplication of the oppressed, for there is no barrier between it and Allah." Sahih Muslim, Book 45, Hadith 76 (numbered as Hadith 2581 The bankrupt of my Ummah would be he who would come on the Day of Resurrection with prayers and fasts and Zakat, but who would find himself bankrupt on that day as he would have slandered someone, calumniated someone, unlawfully consumed the wealth of someone, shed the blood of someone and beaten someone. Sahih al-Bukhari, Book 81, Hadith 125 (Hadith 6534) "Whoever has wronged his brother, should ask for his pardon before his death, as (in the Hereafter) there will be neither Dinar nor Dirham. (Before the wrongdoer's good deeds can be taken) if he has any good deeds to his credit; otherwise, some of the sins of his counterpart will be taken and loaded on him." Riyad as-Salihin, Book 1, Introduction to the Book of Miscellany (Chapter on Repentance). If the disobedience constitutes a wrong to a human being, the conditions for acceptance of repentance are four: The three mentioned above [stopping the sin, remorse, resolving never to repeat it], and the fourth is to clear oneself from the right of the person wronged. If it is property, it must be returned; if it is a false accusation, he must submit to the legal penalty or ask for pardon; if it is backbiting, he must ask for forgiveness."
