as a firefighter reserve we call this fogging or pulsing. though yes the electricity can arc across the small air gaps we are trained to stand 30+ feet to help in combination with a fog or pulse nozzle. depends on what service the power line is for, we do this for residentials lines only. we also use hydrosnakes to help contain the electrically charged water
