My two favorite villains were a campaign for dnd where the party spent the whole time finding sacrificial rituals around the kingdom, people going missing and beliving the “main bbg” was at fault and he was but at the very end after defeating him he is scared not because he lost or is going to be capture but because he failed, he reveals he only did those things to keep the true main bbg locked in another relm but because the party stopped him the true bbg escapes and even thanks the party before killing the false bbg and vowing to plunge the world into eternal suffering and then vanishing. Stereotypical I know but still fun. The other story was a classic super evil bbg that the party hates but this time I made him extra sadistic and at one point he convinces an npc to help him capture the party in exchange for brining her lost husband back and she does, he then creates an illusion of her husband and lets them embrace eachother before plunging his hand through both of them and mocking her for beliving him. The party DESPISED him lol 😂

(Refrain and don't explain) Is another tactic you can use, it goes like this: Your villain is in a perfect situation for them to do something, let's use the example of a stalker that has broken in and the hero is alone with no means to defend themselves. You're thinking as a viewer "this is the perfect set up for a confrontation and it's not looking good for my hero" in nervous anticipation but the villain doesn't seem to care. They refrain from doing anything significant and choose to walk away, with the implicit implication that they will be back to finish the hero later, even though there is nothing explicitly stopping them from doing just that. So in the aftermath you have your and the audience wondering "why didn't they do it?" and the answer is dependant on who your villain is as a person- they could be : planning a specific time and date to move (obsessive/prophecy), waiting for the hero to meet them on even ground for a fair fight (respect), wanting to show off the power they have by making the hero feel unsafe (ego), using their presence as a distraction as other plans fall into place (calculating)

My villain is scary because he is aware of the fourth wall and actually breaks it. The best example I have in when he fights the hero, he says this: “Who’s truly in control? You, who traveled the land to reach me? The kingdom who sent you to kill me? Or the one who decides when it’s time to turn the page?”

Okay, may I just say that the first tip works ONLY if you back it up with show don’t tell. The reason why the ACOTAR series has such poor-hitting villains (in the sense that they don’T really hit you with that fear factor, ESPECIALLY in Nesta’s book) is because there’s little to none showing and a lot of telling. Also, keep in mind that they have to be HARD TO DEFEAT. If not, the reader is left feeling extremely underwhelmed.
