Mix in the spices: salt, cumin powder, chili flakes, black pepper, and corn starch. Stir well. Add 1/2 cup milk and then 1/2 cup cream. Cook until a creamy mixture forms.  Remove from heat and let it cool. 2. Assemble the Patties: Cut the puff pastry sheets or parathas into 3x3 inch squares. Place about 1 to 1.5 tbsp of the cooled filling in the center of each square. Avoid overfilling. Cover with another square of pastry, sealing the edges with a fork. Optionally, create diamond patterns on top with a knife.  Brush the tops with egg yolk and sprinkle sesame seeds. 3. Bake: Preheat your oven to 170-180°C (340-360°F). Bake for 25-30 minutes or until golden brown.
