There are many problems related to this idea of industrialization that Leona proposes(and some of them are related to the writers of the game probably thinking that destroying nature=urbanizing), like economic pression from other countries to trade these resources(if they start mining), HOW to create those infrastructures in large scale, but there is MANY ways to create cities and expand them without hurting the environment
the dialogue makes it seems like you can't make people's lives better without hurting the environment, which just shows that the writers don't really know much about city planning at all!
You don't need to "sacrifice" a part of the environment for humans to thrive, if you actually hire ecologists while city planning, you can create many cool and accessible ways to cohabitate with nature. The reason many countries do the "bulldoze and put asfalt in everything, and then create many grey boxes for people to live" way to urbanizing, is because its cheaper and they need to do things fast for corporations and the big industries.
A good example as to why I'm pretty sure the writers have put no thought whatsoever to city planning is that africans have invented many cooling techniques on their architecture to deal with the harsh hot environment for centuries, its something that you find with just a bit of research about their cities, and could be very cool to implement as Sunset Savanna's unique architecture and way to create dense cities! But no, for the writers, urbanization=big fucking boring skyscrapers, apparently.
