Formally, yes. But in practice every sensible driver gives space to oncoming drivers because it’s safer for everyone to do so. The alternative is them having to stop completely which will create a higher crash risk downstream.

Its always been a common courtesy to move over if there is traffic on the slip road. But since lock down and the great reset, everyone has become an arsehole and developed a “me me me, i’m more important than you” selfish attitude.
