Frank isn't a good guy but I think it's still basic decency to get involved when you see that happening, plus he probably knew of the guy due to his friend circle and he knew Chloe even though he was just her dealer at this point

Frank wasnt a great person by any means but he's also not completely heartless, he knew they were both kids and wasn't going to let them get hurt if he could help it. he's got a soft spot in there, look at his feelings towards the dog. he was more hostile towards her in LIS because she was an adult who kept racking up the debt and being a little shit about it, alongside his grief for losing Rachel being misplaced towards Chloe.

i honestly think it was a mix of both of them, if that makes sense? it’s very obvious he has a soft spot for Chloe in before the storm and lis if Chloe dies. Plus Chloe was very young here and obviously had no idea what she was doing 😭😭

Tbh Frank was more of a "chill" guy in bts. He probably wanted to protect Chloe because she was a stupid teenager that didn't know what she was doing. Frank became so dangerous after he killed his 'friend' but maybe it was because of both. 😅
