Speaking in the House of Commons, he described the practice as an "appalling historical injustice" and a "stain on our history," telling survivors: "The shame was never yours. The shame is ours." It is estimated that 185,000 to 250,000 unmarried mothers in England and Wales were pressured, deceived, or coerced into surrendering their children during this period.
