Benjamin Libet's 1983 experiments found a "readiness potential" it's a buildup of brain activity starting a few hundred milliseconds before people reported being consciously aware of deciding to move. This is what they worked on. The results were %60 to %50 accurate, meaning they didn't "predict" every decision. it's a guess. The task was trivially simple too, pick left or right button, no real stakes or complex reasoning involved. That's why this doesn't apply to complex choices. More recent work (notably by neuroscientist Aaron Schurger) argues the "readiness potential" isn't actually a decision being made: it's more like background neural noise. So the honest summary is: there's measurable brain activity before conscious awareness of a simple, arbitrary motor choice. The reason (Schurger's interpretation) is because there was nothing to think about in the first place. When the choice is genuinely arbitrary (left button or right button, no reason to prefer one), there's no information to deliberate over. Your brain isn't running a "should I do this" calculation the way it would for a real decision; there's no data, no preference, no stakes to weigh. So instead, ongoing random fluctuations in neural activity (which are happening constantly, all the time, in every part of your brain) eventually drift past a threshold, and that crossing point is what triggers the action inside the brain.
