Daily mail needs new journalists, misleading titles like this shouldn’t belong in news. Save them for an unserious youtube video. The building its self has been fully “emerged” it’s the base that’s fully emerged. This picture is from 2000, just to prove that the tower itself has always been there and visible.

The WALLS are submerged in water when water levels are high. The building can't emerge when it has never ever been underwater even for a second.
