Most likely, Shanks was still fixated on finding Ace so he could give the fruit to him, since he was the son of his captain. Only after this and when he loses his arm does Shanks put his faith in Luffy to be able to awaken the fruit.

my theory is shanks was holding on to the fruit 1. to stop the World Gov from getting it 2. to find the reincarnation of Joyboy and give the fruit to them. he just didnt expect Luffy to be that reincarnation

It amazes me how all of these comments are larping too 😭, so far in the story nothing has confirmed or even suggested Shanks was looking for Ace, knew what the Gum-Gum Fruits true history & name was or intentionally wanted Luffy to have it, Devil Fruits on average are bought at 100 M berries so he was most likely gonna sell it, but that’s just my speculation.
