While election experts indicate that votes cast on behalf of “dead people” are extremely rare, the numbers are unlikely to affect the outcome of an election. According to the National Conference of State Legislatures, only 10 states count a deceased individual’s ballot if the voter is a member of the armed services. CONTEXT: Michigan, in addition to 11 other states, prohibits counting votes of deceased individuals, “even if the voter cast an absentee ballot and then died before Election Day,” according to the state’s Secretary of State Jocelyn Benson. Colorado, Kansas and New York only allow counting a deceased individual’s vote if an investigation warrants that the voter had cast a ballot and later died, before Election Day.
