Artıq 1 il 4 aydır həbsdə olduğunu bildirən Hacı Vəliyev müraciətində saxta və əsassız ittihamlarla saxlanıldığını vurğulayıb: “Mənə qarşı edilən işgəncələri, qeyri-insani rəftarı, hüquq pozuntularını, Ədliyyə Nazirliyinin Müalicə Müəssisəsində, yəni Mərkəzi Müalicə Müəssisəsində (Sentralda) müalicə almaq hüququmdan məhrum edilməyimi və əlillik təyinatımın artıq 2 aydır məqsədli şəkildə bərpa olunmaması səbəbindən özümü faktiki olaraq əsirlikdə hiss edirəm”. Keçmiş birlik sədri qeyd edib ki, 2021-ci ildə ona beynəlxalq hüquqa və insan haqlarına uyğun olmayan şəkildə 5 illik II qrup əlillik təyin edilib. Həbsdə olan qazi səhhətindəki ağırlaşmasını və gözünün xeyli zəiflədiyini deyib: “Mənim bir gözüm yox, bir gözüm isə ağır yaralı, nevroloji xəstəliklərim və müxtəlif travmalarım mövcuddur. Penitensiar Xidmətin silahlı konvoyunun müşayiəti ilə may ayının 14-də TSEK-in komissiyasından müayinədən keçmişəm. Müayinə zamanı görən gözümdə görmə qabiliyyətinin cəmi 3 faiz olduğu, həmçinin baş və bədən ağrılarımın şiddətləndiyi müəyyən edilmişdir”. Hacı Vəliyev hökuməti onu qanunsuz həbsdə saxlamaqda, işgəncə verməkdə və görmə qabiliyyətini tamamilə məhv etməkdə ittiham edib: “Bütün bunlara baxmayaraq, Şəhidlərin Qazilərin və Veteranların hesabına ayaqda qalan Azərbaycan hökuməti məni qanunsuz həbsdə saxlamaqla, həbsxanada işgəncələr verməklə, qeyri-insani rəftar göstərməklə və çoxsaylı qanun pozuntularına yol verməklə kifayətlənməyərək, görən gözümü də kor etməkdə, qan pulumu mənimsəməkdə israrlıdır”. Vəliyev müraciətində, üzləşdiyi çətinliklərə baxmayaraq geri addım atmayacağını qeyd edərək ictimaiyyətdən dəstək istəyib. “Əsirlikdə və ikrah vəziyyətində olmağıma baxmayaraq, mübarizə yolumdan, o cümlədən tapdalanmış təməl hüquqlarım uğrunda mübarizədən geri çəkilməyəcəyəm. Azərbaycan hökumətinin mənə qarşı göstərdiyi düşmənçilik və ədalətsiz münasibət haqqında bu müraciəti hər yerdə paylaşmağınızı və mənə dəstək olmağınızı xahiş edirəm”, – deyə o qeyd edib.
