lets say hypothetically i use the best possible parts for general processing not gaming (intel) and i have 192 gigs of ddr5 ram and i turned that into a router if i then got another equally as speced out pc for gaming would the router pc be better than my general home router and if thats significantly better could it beat ethernet?

Better to use the providers equipment so if it dies, they replace it. Plus if you own it, they will blame your equipment.

No, you can't (if you are in a situation like mine) My ISP has their own router and you must use it because it has their configuration and shit. It's not with a cable, because I don't have any in my neighborhood.
