Under Walter Plecker’s leadership in Virginia, many people who identified as Black Americans & Virginia Indigenous peoples had their identities challenged or altered through official records. Birth certificates & documents were changed, with many Native Virginians being classified as “Colored,” making it harder for families & Tribal communities to prove their ancestral history. This is why many Virginia Tribal leaders describe the impact as “paper genocide,” the erasure of identity thru government records. History reminds us that identity is not just written in documents.
