The emergence of the Albanian state is linked to the collapse of the Ottoman Empire in the Balkans and the culmination of the Great Albanian Uprising in 1912. Independence was proclaimed on November 28, 1912 in the city of Wallonia (Vlorë), and Austria-Hungary and Italy played a key role in its formation in order to prevent Serbia's exit to the Adriatic Sea. The Ottoman Empire was weak, which was the immediate reason for the outbreak of the First Balkan War. Declaration of independence: During the war conflicts, the Albanian champions led by Ismail Qemali declared independence in Valona. The first provisional government was formed on the same day. International recognition (1913): During the London Peace Conference, and later with the signing of the Florence Protocol in December 1913, the great powers defined the borders and formally recognized the new Albanian state.
