Interesting, privatization is most probably more effective except that electricity and water are essential utilities and if the private players become very expensive, many people may be cut off from these vital utilities which is unacceptable. Maybe Public Private partnership is better to ensure great service at reasonable cost. Think of the Geo Pomona-HCC arrangement for waste collection.

it's complicated for those services. for water you need a raw water source which is not readily available for most areas. if you look at Harare it has just 3 dams. and it will not take advantage of a huge scale if every suburb tries to do it itself. what is needed is to ensure that the user pays ( prepaid meters) and also pays a cost reflective price

I think it works but with some things especially things the council has completely failed with like street lights but water it's difficult
