this isn’t a plot hole. netero specifically explains in the hunter exam that no matter what kind of person you are if you can pass the exam you are a hunter. you can’t revoke it or cancel it once you complete it.

it's not a plothole, it's how hunters work. as a hunter, you can do practically ANYTHING. hisoka outright told netero he has no interest in being a hunter, he just wants to kill without consequence, and he still got licensed.

well yeah that's the point, netero wanted the strongest to pass as he wanted to eventually fight someone worthy or on par with him, so he designed the exam in a way where only the strongest could, doesn't matter if they're a serial killer or whatever, this has been criticized by characters in the manga
