Tony wanted the heroes to be held accountable for the lives lost due to the recklessness of the heroes, even though the intentions were obviously pure, saving innocent lives. Steve just didn’t want a corrupt government to have any say in how the heroes operate, both sides are reasonable to an extent.

Tony is right that Superheroes need to be held accountable for damage done during their battles to avoid innocent lives from dying as casualties but Steve is also right that the government can’t be trusted given how easily Hydra was able to infiltrate SHELD.(yes I know this is based of the movies take I haven’t read the comics yet but I imagine the set up is fairly similar)
