The Clarity Act is unlikely to pass in 2026. Markup is not complete, Congress has a packed calendar before August recess, and not everyone working on it is even using the same version of the bill. Midterms add further political complexity. That does not change the XRP picture. XRP already has commodity designation, SEC and CFTC joint guidance, and OCC support. The regulatory foundation for institutional adoption is in place without waiting for legislation that may not arrive until 2027.
