The Twelve Proposals of the "New May Fourth Manifesto" Posted by students at Nankai University during the 1989 student movement. 1.Support China's reform and opening-up policy while maintaining the existing constitutional system and the leadership of the Communist Party. 2.Reform the electoral system for the National People's Congress, improve political representation, and expand the role of the Chinese People's Political Consultative Conference (CPPCC) so that it functions more like an advisory upper chamber. 3.Strengthen the China Democratic League (CDL) as an independent political force to promote democratic participation, scientific development, and greater political balance. 4.Give intellectuals and professionals a greater role in national leadership, emphasizing competence and expertise in government. 5.Call for Premier Li Peng to resign, arguing that his leadership was ineffective, overly conservative, and failed to meet the country's needs. 6.Allow open public discussion and academic research on China's political system and the exercise of political power. 7.Guarantee freedom of the press, freedom of publication, and freedom of speech. Replace direct political control over the media with legal oversight, and allow journalists and scholars to introduce academic ideas and publications from around the world. 8.Ensure greater transparency in investigations of official corruption and allow the media to report on such cases freely. 9.Reevaluate the government's response to the 1986 student demonstrations and the "Anti-Bourgeois Liberalization" campaign. Issue a public apology for past political actions and rehabilitate individuals such as Fang Lizhi and Liu Binyan. 10.Release political prisoners who had been imprisoned because of their political views, advocacy of democratic freedoms, or peaceful political activities. 11.Reduce direct Party control over universities and establish higher education institutions as independent centers of academic freedom, protected from political interference and ideological campaigns. 12.Remove compulsory ideological and political education courses from university curriculum.
