Uganda, we have problem of promoting cadres based on highest bid . if system can track the performance, it will help . another thing, hsc has been only advertising internal positions , how shall those who have never enter service be incorporated into public service. this is common in nursing field, enrolled nurse, RN and bachelor nurse
