Roughly if atleast half the ring is shown, around 10 eyes are there and every quarter has around 5. Mathematically it adds up. Despite not the whole ring being shown in every panel an artist still needs a semi consistent guide In their head if there is a specific number and meaning to the eyes. Which there likely is, related to the 20 kings or not.
