Because he knew exactly how strong the song would be. In Waterhouse’s famous painting, the Sirens are not beautiful mermaids. They are bird-women with wings, claws, and human faces, surrounding the ship like a temptation he cannot escape. Ulysses wants to hear them. But he also knows the song will change his judgment. So before it begins, he orders his sailors to bind him and ignore every command he gives later. The man who understands the danger makes a decision that the tempted man cannot undo. That is why the ropes matter. They are not proof that he failed. They are proof that he knew himself.
