This is how every single publishing house functions. If the writer can’t pitch their book this way the publisher won’t buy it so this isn’t something that’s going to change any time soon.

Unfortunately this is a publisher call and book comps are how a book sells to them in the first place: by proving there’s an audience for it. It’s also how a publisher convinces big box companies to carry it - that there’s a shelf spot (and where) such as Barnes and Noble, etc, and so they know who it appeals to. It’s one of those metadata things that is very rooted in retail.

10000% agreed. It’s basically a huge spoiler! Enemies to lovers? Okay, the person they loathe becomes their love interest, what’s the point of reading it now if I know that? Oh there’s trials and games? Cool so now I know there is going to be some super dangerous events that the MC is going to barely survive.

I work at a bookstore and we're told that this is one of the best ways to sell a book to somebody and in my experience 99% of people will be more interested in something if you compare it to a popular title or something that they might like

Sadly the querying process requires the authors to speak of similar books in their letters so the agents or publishing companies can imagine the books’ theme and genre
