The genocide wasn’t caused by the Belgians. Tutsis had lorded over and oppressed the Hutus for 400+ years, the Belgians unintentionally managed to ease tensions somewhat by giving people equal rights under the law but that wasn’t enough to stop the inevitable, conflict was going to occur one way or another.
